Chief Data Officer
Melanie Carter is the Director of the Enterprise Governance Department within the Office of Information Technology (OIT), where she directs the Policy and Compliance Division, the Enterprise Architecture Division, the IT Portfolio Management Division, and serves as the Corporation’s Chief Data Officer. With over 31 years of experience in industry and federal service, Melanie specializes in actuarial service, information technology leadership, data governance, program management, IT strategy, and executive management acumen.
Previously, she held numerous notable roles including Statistician, Actuary, IT Program Manager, Special Assistant to the Chief Information Officer, Division Manager of the Retiree Services Division, and Lead Pension Systems Administrator where she advanced IT transformation, strengthened business governance, led high-performing teams that delivered impactful enterprise wide-results, which earned her various awards and accolades. Melanie grew up in Mississippi, attended Strayer University where she earned a Master of Business Administration, and attended Alcorn State University where she earned a Bachelor of Science in Mathematics with a minor in Computer Science, graduating magna cum laude.
