How the U.S. government is modernizing federal payments

On March 25, 2025, President Trump signed Executive Order 14247, titled “Modernizing Payments to and From America’s Bank Account.” The goal of this order is to transition most federal payments to electronic payments.

Federal agencies are required to stop issuing paper checks for disbursements like PBGC benefit payments.

If you currently receive PBGC benefits via paper check, you should have received a PBGC notice in the mail explaining that you need to switch to an electronic payment method. If you need another copy of the form to enroll in electronic direct deposit, you can download Form 710 or log into MyPBA. Beginning in November 2025, PBGC representatives will begin directly calling paper check recipients who have not enrolled in electronic direct deposit to offer assistance with the transition.
