PBGC Names Blunt To Lead Strategic Planning

The Pension Benefit Guaranty Corporation (PBGC) today announced the appointment of Kathleen Blunt as Director of Strategic Planning for the federal pension insurance corporation. Reporting directly to PBGC's Chief Management Officer, Ms. Blunt will oversee strategic planning efforts corporate-wide.

"Kate's leadership abilities and expertise in change management, both in government and the private sector, has proved to be of tremendous value to the Corporation in achieving higher standards of customer service and overall management effectiveness," said John Seal, Deputy Executive Director and Chief Management Officer of PBGC.

In her new post, Ms. Blunt will direct preparation of PBGC's Annual Performance Plan, identifying strategic issues and strategies for managing the future of the agency. She has primary responsibility for shaping the strategic planning process to integrate operational improvements, budget formulation, procurement planning and human resource management.

Ms. Blunt served as Special Assistant to the Chief Management Officer since joining PBGC in 1993. She achieved distinction in that role by leading the Process Change Consulting Group, providing expert advice and assistance in the areas of customer service improvement, process reengineering and program analyses. She received PBGC's 1998 Customer Service Excellence Award and, earlier in her career, numerous other awards recognizing her leadership in organizational quality improvement.

Before joining PBGC, Ms. Blunt served since 1989 as Managing Partner of the Marsten Institute, Chicago, a collaboration and leadership communication consulting firm with major corporate clients in a broad range of industries. Between 1979 and 1989, Ms. Blunt was with the U.S. Equal Employment Opportunity Commission, serving as Director of the Milwaukee and Chicago offices before moving to Washington to oversee field office operations. She is a recognized expert in workplace harassment issues and developed Gender Etiquette, a technique to aid in the prevention of sexual harassment.

Ms. Blunt, 50, is a native of Minneapolis, Minn. and resides in Washington, D.C.

PBGC is a federal corporation created under the Employee Retirement Income Security Act of 1974 to guarantee payment of basic pension benefits earned by some 42 million American workers and retirees participating in about 45,000 private-sector defined benefit pension plans. The agency receives no funds from general tax revenues. Operations are financed largely by insurance premiums paid by companies that sponsor pension plans and investment returns.
